Daybreaker: Does the latest BISD mess brings us some answers?

Another week, another BISD clusterfudge. This time, allegations that the electrical contractor hired by the district to work at several temporary campuses falsified his application for a master electrician's license.

"The Texas Department of Licensing and Regulation found that Calvin Walker, owner of Walker's Electric Co. in Beaumont, falsified a portion of his work experience and a letter of employment during his 2004 application process for the license. Walker, who spoke with The Enterprise at his office Tuesday, maintains his innocence. But he paid a $5,000 fine on Oct. 13 and surrendered his license." Walker claims his innocence, yet paid the fine. We'll leave that up apparent conundrum up to y'all.

This outfit, based on obtained invoices, has been paid $1.5 million for work done at the Regina-Howell and South Park temporary campuses and at Fehl Elementary. He's also done some work for the PAISD.

Regardless of how this all came about, which includes an improper claim of some 16,000 hours of work performed in Sparks, Nevada (Sparks! HA! Electrical work!?! Of course this was made up!), it all points to the same thing. And this list just keeps growing: the Curtis debacle, South Park's future demolition/lawsuit (or not), allegations that Thomas may have committed election fraud in a recent "Nuggets" column, a petition to hold an election to remake the BISD Board, a $1 million scoreboard and escalating facility costs and now this; and an alleged FBI probe into Walker and the district.

Will it ever end? No, Thomas's own words tell the tale.

While he did not respond to the Enterprise's two requests for comment, he did speak to the allegations with The Examiner.

"I have no idea," Thomas said. "I don't know about all of this. It is something that we didn't know about. I can't make any comments about it whatsoever when I don't know about it. So, I would rather find out about it before I made any comments about it." Could it be? Finally, the TRUTH!?! He has NO clue. None.

Either that, or he accuses the media of lying. It's about accountability...and trust. And when the $300+ million buck stops with someone who pleads ignorance, you're bound to have issues.

It is hard to believe that no one, not Thomas OR any members of the Board, were aware of Walker's issues. They had millions of reasons to do their due diligence.

Like many "electrical fires," you best grab your fire extinguishers. This one feels like it could get out of hand.

hey s, the examiner had the story in its nov 6-12 ragmag. emptyprize had it earlier this week. sorry you're so full of anger and hatred. maybe an anger management class is in order for you, or something to sedate you. yes, the emptyprize has inexperienced reporters, but it's been like that for a long time. when i worked there, it was going to be a stepping stone for me to move on to something bigger after a year or two, instead i stayed 7 years before i was laid off. many of their reporters do the same thing, get hired right out of college, get the job, get some experience and move on. the sad thing is the emptyprize has few if any experienced city desk editors to direct its news coverage and edit stories. in years past, reporters had beats, they had weekly meetings with editors to discuss story ideas, and city desk editors were involved every aspect of the story. it's the blind (inexperienced city desk editors) leading the blind (new reporters). it's hard for new reporters to learn their craft when city editors don't edit stories and don't know who's who when it comes to people in the community. they emptyprize once had a city editor who knew everyone and everything (a slight exaggeration)and who could make your story shine. it's not like that now. don't blame the reporters, they're trying to learn their craft in a real world. blame the editors and publishers who don't want to spend the money to hire experienced journalists, from reporters to copy editors to city editors, because of the bottom line. i thank the gods every day that i'm out of the news business . . . and i feel sorry for the kids coming out of school now with their journalistic ideals. many won't find jobs, and those that do will likely lose them in the next few years as readership declines. i believe there will always be a printed newspaper, it's just a question of what's going to be inside it.

I have to give him credit, Jerry Jordan hit a homerun, hell, he hit a grand slam today. Unbelievable, I just picked up a copy that they dropped off at my building and I was completely shocked. And I can't wait to see how the Beaumont Enterprise tries to take credit for it. Amazing that they would take a quote from The Examiner and not attribute it. The article today may just prove once and for all that there has been insider deals being made with Walker Electric and BISD.

I already read it. My question is this: Did Dr. Carroll Thomas get some kind of kickback from a contracting company that is doing work on the bond projects? Interesting because this contractor, Walker Electric, has already been accused of overcharging the district for work performed on the temporary Regina Howell schools by another contractor according to the Examiner. Apparently, Dr. Carroll' Thomas' "special assistant" Ms. Haynes is also on the board of this company, Walker Electric. Let us play connect the dots.

I know nothing about Walker Electric, but am wondering, is Mr.Walker black or the "other color"? I would think he may be black because I don`t think obama thomas would stoop so low as to hire a company owned by the "other color'. I chose these words very carefully as not to be called a racist. I fear if I said the "other color" actual color, not black, that I would certainly be stoned to death by words not spoken in churches of any denomination.

What do you think about Walker the electrician? Based on the article in the Examiner, we are awaiting verification of Ms. Haynes' signature on a document to prove she's doing the Thomas denial dance, right?! Or is the photo copy of the document enough? She admitted it would be a conflict of interest, but what's the angle on an apprenticeship school(?) They're on a board together, but Sneeky thinks they're up to something aside from just mutual back scratching.

If anyone thinks there is nothing illegal going on with Thomas, Walker, Haynes, Ellerbee, some of the Trustees, and possibly even Ingram, I have some land I can sell you for a good price. Thomas is a crook and a liar. Reece, William, Trahan, and Oveal whatever his name is are all racist. All there care about is preferential treatment for blacks. I applaud the Examiner for having the guts to report what is really going on. Oh, and one correction, Walker charged 1.5 million for the Regina Howell project only. He tried to say that the 1.5 million included South Park and Fletcher but the Examiner uncovered separate invoices for the South Park and Fletcher work. Walker had already been convicted of insurance fraud in a separate incident. So, BISD is ok with hiring fraudulent contractors? Well, they will hire them as long as they are black.

Taking you words at face value and going with your statement: If Igram is not a crook, but knows of wrongdoing going on in the district, misappropriation of funds, kickbacks, possible pay-offs, whatever, then he is not serving the taxpayers of Beaumont very well. As a matter of fact, he is enabling the "crooks" to get away with stealing taxpayer money. That makes him guilty of conspiracy to steal taxpayer money. This also applies to Dr. Carroll Thomas. And let's face it. That is exactly where this is going. Walker overcharged for jobs he did as a contractor for BISD and the people who are supposed to be the stewards of this money allowed him to do this. So either they are 1. Guilty of stupidity and deserve to lose their jobs or 2. They received something in return and deserve to lose their jobs because they too are crooks. Which is it Dr. Thomas? Are you stupid or criminal?

Jessie Haynes just aired her dirty laundry to the entire staff of the BISD. Perhaps the most unprofessional, racist, inappropriate ramblings I've ever seen. She uses the word crap throughout, makes racial slurs about 'boys' and 'hoods and sheets.' This, from the underling, perhaps literally, of the guy (Thomas) who was forced to retract his comments about the petition drive from a district news letter, because he used a school district server to express a political view. These people have no limit to their stupidity. I assume tomorrow she will either resign, not recall, have no knowledge of, or as she mentions in said rant, claim she was too medicated to be on point. Good grief!

Ms. Haynes has promptly issued an apology to her 'colleagues' about her ill-advised rant, on taxpayers' computers, exactly 8 hours after her very offensive, racially charged DISTRIC WIDE email. The apology, featured a sentence ending with a preposition; "what comes up doesn't have to come out" (now there's a real fine sentence and sentiment) and a very nice run-on sentence as well. Impressive Ms. Haynes! Then she referred to being in a medicated state when she sent the racially insulting rant to staff, but she already indicated in her racial diatribe that she had recovered from her initial medicated state while 'forced' to visit with Jordon. That's a lot of medication, even for someone so sick. The apology was not up to snuff with the offense...apology NOT accepted.

Here we are back at square one fighting about money and race, the same reasons he was brought in with his high dollar paycheck in the first place. Meanwhile, who is teaching the children??? No one, if it takes lawyers to get a good rating? Following the money trail should be interesting: was 1.5 MILLION for lights at one school the lowest bid?? Maybe we should do like DC and fire the whole school board and have the super (not thomas) answer to the mayor. These unpaid political hacks are not the best and brightest: who wants that job with the atmosphere so poison?

Stereotyping is a natural function of the brain, which seeks to organize input, but one thing that separates us from the animals is the ability to control our natural impulses for intellectual, social, and moral pursuits. You would think a 'professional' like Haynes would be open-minded enough to understand this, unlike anonymous bloggers just wanting to validate their pre-existing stereotypes. Using "under the influence" as an excuse shows she has exposed unconscious thought that should have been repressed. I would be fired for "going off" like that in public, as society expects professionals and managers of people to think before we talk, as representatives of our organization or business. It's up to each of us to examine our own conscience on this and change, and stop blaming the actions of others for what our own mind thinks. Maybe FF is on to something: get the board and Thomas in his living room for one evening of altered consciousness, with snacks, then maybe they will face up to their hidden demons!

In any case, I believe it is my duty to share with you the facts. Here is an email that I did not send the reporter because I was in and out of grogginess while home trying to recuperate from an illness. However, I will share it with you and the media at large for you to have in the face of what I consider to be yellow journalism. Nov. 11, 2009 Jerry, On yesterday, you awakened me at my home where I am recuperating from an illness. Silly me, I thought, mmm, isn’t that nice, Jerry came by to check on me and to wish me a speedy recovery. Then you accused me of a range of unethical acts. Shocked, I did learn one thing of which I was not aware—that my name is listed on the board of directors for the nonprofit Southeast Texas Electrical School formed by Calvin Walker to help the disenfranchised gain entrée and opportunities in the electric trades. (Obviously, the school is something quite needed in SE Texas when looking at the fact that women or minorities make up less than one percent of electricians in SE Texas.) First, while I was not aware that I am listed as a board member of this non-profit school being established in the Southend of Beaumont, I have no problem being affiliated with a non-profit designed to help bring about equal opportunities for women and minorities. (Mind you, that does not mean those opportunities are at the detriment of men or non-minoirites.) Some time ago, Mr. Walker asked me to consider being on the board of the school and I said I would think about it. Upon thinking about it, I decided that some people could take my appearance on the board of this non-profit school as opportunity to misconstrue his business relationship with BISD. Mr. Walker understood and directed the person preparing the school’s application to remove my name. Unfortunately, the person preparing the application suffered a catastrophic illness and when she returned months later to complete the application, I can only assume that as an oversight, she erred in what she submitted. Mr. Walker assures me that will be corrected immediately. In any case, I have not been an active member of the non-profit school’s board, but know that I have no problem (with the exception of you attempting to misconstrue facts) in the purpose of the school that has been set up to help the disenfranchised gain entrée into careers where they have been denied opportunities. (Really, based on your assumptions, because I am a public employee, I now have to withdraw my membership from my church, from professional and civic organizations, from all volunteer non-profit boards just in case any of their affiliates submit responses to competitive public bids at BISD, despite me not having anything to do with the bid process. Get real.)

On the question of the appropriateness of me being a member of the superintendent’s executive cabinet and the insinuation that I have influenced business opportunities with the school district for Mr. Walker is so far off the reality chart that I can only revert back to your continued efforts to attack Dr. Thomas and anyone near him. I visualize you jumping up out of the bushes and nearly scaring his elderly mother to death as your camera flashed lights repeatedly blinding her during a private gathering held at his home. Your visit to my home reminded me of that and while I am still home sick, I am less medicated and more able today to answer your wild accusations. 1. I make no decisions in relationship to contracts, especially electrical and other operations outside of communications/public information/public relations. 2. You insulted me and the district by insinuating that information is being leaked to Mr. Walker. When I reminded you that the bid process in BISD is a closed bid process and that I have every faith that CFO Jane Kingsley and COO Terry Ingram would not allow any such thing happen, neither by omission or comission.

Wouldn’t you think that as large as your market reach claims to be and the fact that less than 10 percent of the business operations in SE Texas are not minority led, your cover stories would more fairly project what is really going on in this community? One would hope, however, this community has watched you overlook friends of your paper who are in high places who molest children, steal and kill get swept under the rug while you try to make demons out of people like Carrol Thomas and anyone you consider close to him. You totally ignore the fact that BISD is achieving at levels higher than comparable school districts in this state, that BISD is a recognized school district, that employee moral is high, that the district consistently receives superior ratings for its financial acumen, that we have schools that are outstanding on both the state and national level. 4. You went on to claim some crap about Calvin Walker. I suggest you talk with him about whatever your concerns are about him. I personally believe he is above board and has given the district some of the best prices we have had in years. However, I am sure you are not interested in that fact which you can clearly get by asking for a 10-year history of the rates of contractors of record for electrical services in BISD. 5. You asked about my writing an article that ran in CUSH Magazine about Calvin Walker. The article to which you referred is a news release noting his donation to Ozen High. You, CUSH and all other media received the release. You chose not to run it. That is your business. CUSH chose to run it and that is the business of CUSH. If you want to know something about CUSH’s daily operations, you are free to contact Tracie Payne at 212-1111. I am sure she will make herself available to answer any questions you may have. 6. Why am I on your list? Many thoughts cross my mind. Could it be your expressed interest in getting the job I now hold in BISD or getting the post I use to hold in BISD? Could it be the write-in campaign placing me in competition for the position against your boss for the presidency of the Press Club? Could it be you thought that since I may be aware of your reports of your involvement in an unethical situation with a judge handling a relevant case, you would slam me before the facts are made public? Could it be your thought that since you can’t get Carrol Thomas, you’d get one of the persons on which he depends? Or, could it be your true colors coming out, despite a hood and sheet not being your cover, your defacto efforts appear to me to be to tar, feather and hang any person you can who is trying to bring about equal opportunity in this community? If you think this is about race, think again (if you are capable of such). It is about a man who only cares about getting his name on a stadium and retiring with a fat check. The only recourse you have is to use the race card, you are apparently so uneducated that you are unable to come up with an original thought. NO ONE is getting the story out there. BISD employees are fed up with Thomas's strong arm tactics, empty promised and wasteful spending. HE DOES NOT CARE ABOUT THE KIDS!!! ONLY HIMSELF!!!

It's about financial accountability, expected of public servants. If you think BISD has no public relations problems, then you ain't been paying attention. One little kiddo getting left on a bus, I forgive Carol Thomas for that, for christ's sake. And fighting the Greenies to build a new school, I don't envy him that either, though i do like old buildings, I admit. But we're talking property tax dollars and bond money.
